I have the honour to forward a copy of a letter
received to-day from H.B.M.Consul General at Canton.
Although the outrage referred to took place
five weeks ago, and an apology should have been exacted

at the time, it is still not too late to receive one, and
I have therefore telegraphed to H.R.M.Consul General to
say that I shall be at Canton on Wednesday 7th instant.
H.R.M.Vice Consul may be able to obtain some

news at Luklao as to the steps that are being taken to
arrest the men who fired on the S.S."Lungkiang", about
which outrage nothing has yet been done.
